Returns the price for changing the speed of an existing service that allows speed changes: VXC and IX.

The productUid is the unique product ID and is required.

The year is an integer that represents the usage year (current year) and is required.

The month is an integer that indicates the usage month (Jan = 1) and is required.

The rateLimit is an integer that indicates the new speed in Mbps and is optional.

In the response, the total is what you can expect on the next invoice (prorated for a partial month). The longTermMonthly is the regular monthly invoice amount, assuming no speed changes. The delta is the difference from the previous expected invoice amount and the the new expected amount based on the speed change.
